CENTRAL INSTITUTE FOR ECONOMIC MANAGEMENT

1. HISTORY OF DEVELOPMENT

The Central Institute for Economic Management (CIEM) was established under Decision No. 209 NQ-NS/TW dated July 14,1977 of the Politburo. To implement this Decision, on April 17, 1978, the National Assembly Standing Committee issued Resolution No. 215-NQ/QHK6 approved the establishment of the Institute for Economic Management, a ministerial-level agency of the Council of the Government; The Council of the Government issued Decree No. 111-CP dated 18/05/1978 defining the tasks, powers, and organization of the Institute for Economic Management. During this period, the Institute was assigned a variety of functions and tasks, including researching and summarizing theory and practice to develop draft economic management projects containing general content, related to a wide range of branches and fields, for submission to the Council of the Government.

On October 27, 1992, the Government issued Decree No. 07-CP assigning the State Planning Committee (now the Ministry of Planning and Investment) to be in charge of the Central Institute for Economic Management.

With more than 40 years of establishment and continued growth, the Institute now employs over 95% of its staff who hold university degrees and higher, of which 15 PhDs, 35 Masters, and 19 Bachelors.

Since its establishment, CIEM has always been the think tank for developing economic management science in Vietnam, proposing policies to innovate the mechanism of economic management in accordance with the practical requirements of the socioeconomic situation at each development stage of the country, is an important and reliable economic consulting agency of the Party and State; and is highly appreciated by friends and international organizations in domestic and international scientific research.

2. SOME KEY CONTRIBUTIONS OF THE CIEM

2.1. Research and advisory on mechanisms and policies

Since its establishment, CIEM has always been assigned to research and develop draft policy documents and report on evaluation of policy implementation related to the country's socio-economic development. Within the last 10 years (2010 - 2020), the Institute had been in charge of composing and submitted to the Ministry of Planning and Investment hundreds of draft policy documents and reports on policy implementation results. Some specific products may be categorized into the following 5 groups:

1) Research and develop a draft resolution for the Central Government

- Draft the project "Several major undertakings and policies to renew the growth model, improve growth quality, labor productivity, and competitiveness of the economy" and submited to the Politburo and the Secretariat of Central Committee (approved by the Fourth Conference of the 12th Party Central Committee in Resolution No. 05-NQ/TW dated November 1, 2016).

2) Research and develop a draft Laws, Resolutions of the National Assembly

- The Enterprise Law Project (amended) (approved by the National Assembly in Law No. 68/2014/QH13).

- Draft economic restructuring plan for the 2016-2020 period (approved by the National Assembly in Resolution No. 24/2016/QH14 dated November 8, 2016).

- The Enterprise Law Project (amended) (approved by the National Assembly in Law No. 59/2020/QH14).

3) Research and develop a draft Resolution and Decree of the Government

- Draft Decree stipulating the model charter of a State-owned one-member limited liability company (approved by the Government in Decree No. 19/2014/ND-CP dated March 14, 2014).

- Draft Decree on economic groups and State corporations (approved by the Government in Decree No. 69/2014/ND-CP dated July 15, 2014).

- Draft Resolution on continuing to perform tasks and solutions to improve the business environment and enhance national competitiveness (approved by the Government every year by issuing resolutions with the same number as Resolution No. 19 and now Resolution No. 02/NQ-CP).

- Draft Government Decree detailing several articles of the Enterprise Law (approved by the Government in Decree No. 96/2015/ND-CP dated October 19, 2015).

- Draft Resolution promulgating the Action Program to implement Resolution No. 05-NQ/TW dated November 1, 2016 of the 12th Central Committee and Resolution No. 24/2016/QH14 dated November 8, 2016 of the XIV National Assembly on restructuring the economy, renovating the growth model, improving growth quality, labor productivity, and competitiveness of the economy in the period 2016-2020 (approved by the Government in Resolution No. 27/NQ-CP dated February 21, 2017).

- Draft Resolution of the Government on the Action Program to implement the Resolution of the 5th Central Committee, the 12th term on private economic development (approved by the Government in Resolution No. 98/NQ-CP dated October 3rd, 2017).

- Draft Resolution on the Action Program to implement the Resolution of the 5th Central Committee, the 12th term on improving the socialist-oriented market economy institution (approved by the Government in Resolution No. 99/NQ-CP dated October 3, 2017).

- Draft Decree defining the functions, tasks, powers, and organizational structure of the Commission for the Management of State Capital at Enterprises (approved by the Government in Decree No. 131/2018/NĐ-CP dated September 29, 2018).

- Draft Resolution promulgating the Government's action plan on cost reduction for businesses (approved by the Government in Resolution No. 139/NQ-CP dated November 9, 2018).

- Draft Decree on the rights and responsibilities of the owner's representative agency (approved by the Government in Decree No. 10/2019/ND-CP dated January 30, 2019).

4) Research and develop draft Strategies, Schemes, and Decisions of the Prime Minister

 - Draft scheme on solutions and policies to improve the growth quality, efficiency, and competitiveness of the economy (approved by the Prime Minister in Decision No. 1914/2010/QĐ-TTg dated October 19, 2010).

- Draft scheme  on Vietnam's industrialization strategy within the framework of Vietnam-Japan cooperation towards 2020, with a vision to 2030 (approved by the Prime Minister in Decision No. July 1, 2013)

- Draft scheme on economic restructuring associated with transforming the growth model towards improving the quality, efficiency, and competitiveness of the economy in the period 2011-2020 (approved by the Prime Minister in Decision No. 339/QD-TTg dated February 19, 2013).

- Draft scheme on the establishment of a specialized agency to act as the representative of the owner of state-owned enterprises and state capital in enterprises (concluded by the Politburo in Notice No. 40-TB/TW dated September 14, 2017).

- Draft scheme on promoting sharing economic model (approved by the Prime Minister in Decision No. 999/QD-TTg dated August 12,2019).

-  Draft scheme on National Innovation Center (approved by the Prime Minister in Decision No. 1269/QD-TTg dated October 2, 2019 and established the National Innovation Center under the Ministry of Planning and Investment).

- Draft scheme on night economic development (approved by the Prime Minister in Decision No. 1129/QD-TTg dated July 27, 2020).

- Draft scheme on National Strategy on the Fourth Industrial Revolution to 2030 (approved by the Prime Minister in Decision No. 2289/QD-TTg dated December 31, 2020).

In the current situation, to catch up with developed countries in the region and the world, the Institute is assigned to implement new scheme s and reports of an innovative nature such as: Scheme on circular economy development in Vietnam and research direction on the digital economy... These are schemes to provide advice on appropriate mechanisms and policies so that Vietnam can assess and take advantage of the opportunities presented by the fourth industrial revolution to develop the country.

5) Research and develop reports to the Government and the Prime Minister

Along with the development of draft legal documents, schemes, and policies, the Institute has been assigned to make many reports to submit to the Ministry of Planning and Investment. These reports will be submitted to the National Assembly, the Government and the Prime Minister. Government, such as:

- Report on the orientation of economic restructuring associated with transforming growth model towards improving efficiency, productivity, and competitiveness of the economy (Report No. 8799/BC-BKHDT dated 20/12/2011).

- Report to the National Assembly deputies to study at the 10th session (October 2015) on the results of 3 years (2013-2015) of implementing the Master Plan on economic restructuring associated with innovating the growth model towards improving quality, efficiency and competitiveness and the plan on economic restructuring for the period 2016-2020.

- Preliminary report and assessment of the implementation of Decree No. 99/2012/ND-CP of the Government on assignment and decentralization of performing the rights, responsibilities and obligations of the State owner towards State-owned enterprises and State capital invested in enterprises and proposed “A model of performing the function of representing the State owner on the basis of separating the function of state management from the function of representing the owner”  (Report No. 9877/BC-BKHDT dated November 6, 2015). 

- Report on the innovation of the management organization for enterprises with 100% State capital to serve the conference to review the situation of restructuring State-owned enterprises for the period 2011-2015.

- Report on results of 3 years (2013-2015) on the implementation of the Master Plan for economic restructuring associated with renovating the growth model towards quality improvement, efficiency, and competitiveness and the economic restructuring Plan for the period 2016-2020, which will be submitted  to the Government to report to the National Assembly deputies at the 10th session in 2015.

- Report on the implementation of Resolution No. 98/NQ-CP dated October 3, 2017 promulgating the Government's Action Program on Developing the private economy becoming an important driving force of the socialist-oriented market economy.

- Report on the implementation of Resolution No. 99/NQ-CP' dated October 3, 2017, promulgating the Government's action plan on improving the socialist-oriented market economy institution.

- Report on the mid-term evaluation of the implementation of Resolution No. 24/2016/QH13 of the National Assembly on the economic restructuring plan for the period 2016-2020 (Report No. 466/BC-CP, Report No.  467/BC-CP dated October 11, 2018, and No. 506/BC-CP to the National Assembly dated October 17, 2018).

- Report on the performance evaluation of State-owned enterprises compared to non-State-owned enterprises and foreign-invested enterprises, especially the ICOR index (Report No. 2078/BC-BKHDT dated April 2nd, 2018).

- Report on the evaluation of the situation and the results of the implementation of Resolution No. 02/NQ-CP dated January 1, 2020, serving the Government's regular meeting every 6 months and 1 year.

- The Government's report on the results of the implementation of Resolution No. 24/2016/QH14 on the economic restructuring plan for the period 2016 - 2020 (Report No. 531/BC-CP dated October 16, 2020 of the Government).

- Report on the situation and results of the implementation of economic restructuring and growth model innovation (Report No. 8462/BC-BKHDT dated December 21, 2020).

- Report on the evaluation of the implementation of the Government's Resolution No. 02/NQ-CP on the main tasks and solutions to improve the business environment and enhance national competitiveness in 2020 (Report No. 8566/BC-BKHDT dated December 24, 2020).

2.2. Scientific research

Since its establishment, the Institute has always appreciated the organization of scientific research associated with practical summaries in order to create scientific arguments and practical basis for the development of economic management projects to advise the  Party and State. As part of the Institute's organizational structure, the Scientific Council, with members elected by the Conference of research staff, has the function of advising on economic management science to the CIEM president and  leaders

During the last ten years, CIEM has carried out many scientific projects at the State-level; ministerial-level, and Institute-level. The projects are to directly  serve to the implementation of political tasks assigned by superiors.

2.3. Training activities

Currently, the Institute focuses on doctoral training, training and fostering staff specialized in economic management; opening training courses related to disseminating and propagating economic law, as well as seminars on business, mechanisms, policies, and economic management for officials, leaders, and enterprises in the country.

2.4. International cooperation

CIEM has actively cooperated in research with many countries and international organizations such as: Project “The Restructuring for a more Competitive Vietnam (RCV) funded by the Australian Government; United Nations Development Cooperation Program (UNDP); German International Cooperation Organization – GIZ (Macroeconomic Reform and Green Growth Programme); Friedrich Ebert Stiftung Institute (FES), International Development Cooperation Agency funded by Denmark (DANIDA), Swedish Development Cooperation Agency (SIDA), World Bank (WB), GIG – USAID Project (implementation of Resolution No. 19/NQ-CP on improving the business environment, enhancing national competitiveness) etc.

Many international cooperation research projects have high practicality, such as: RCV; Macroeconomic Reform and Green Growth Programme; Project “Institutional Vision to 2020” funded by SIDA in collaboration with the Government Office and the Ministry of the Interior; participating in the activities of the Economic Committee, the Asia-Pacific Economic Cooperation (APEC), focusing on the new structural reforms of APEC and the working group on Law and Corporate Governance; cooperating with the Embassy of Japan and JICA in developing the Strategic Plan of Industrialization within the framework of Vietnam - Japan cooperation towards 2020 with a vision to 2030.

In addition, CIEM has established extensive and effective cooperation relations with several countries and international organizations such as France, the UK, Australia, Canada, China, Singapore, the International Monetary Fund (IMF), the International Labor Organization (ILO), and the Asian Development Bank (ADB) etc. and be ing a member of theEconomic Research Institute for ASEAN and East Asia (ERIA).

3. CONCLUSION

The Central Institute for Economic Management under the Ministry of Planning and Investment always actively does research upcoming issues to advise the Party and State on undertakings and policies on economic innovation. Throughout its 40 years of development and growth, the Institute has made direct and indirect contributions to the process of innovation and comprehensive reform of the economy; to the cause of training and fostering middle and high-level economic managers of the Party and State.

CIEM has clearly demonstrated the role of a leading research agency in Vietnam in economic research and policy advice on economic innovation and development. The Institute focuses on strategic and practical issues of reform and development of the Vietnamese economy. The Institute was once rated as one of the 80 leading policy research institutes in the world in the field of national economic policy (according to The Global “Go-To-Think-Tanks”).

As a result of its contributions, the Central Institute for Economic Management has been recognized by the Party and State for its achievements and awarded valuable rewards including: the First-class Independence Medal (2013), the Second-class Independence Medal (2008), the First-class Labor Medal (2003), as well as many other noble rewards including the Government's Emulation Flag, the Prime Minister’s Certificate of Merit , and the MPI Minister’s Certificate of Meritetc. The Central Institute for Economic Management is honored to be one of 12 national organisations with outstanding achievements in the national renewal process honored in the Program "Vietnam's Glory - 30 years of innovation".

With its glorious tradition, the Central Institute for Economic Management will make unremittingefforts,

organize research, and advise on economic policies for the Party and State to solve issues relating to economic development, anti-inflation, macroeconomic stability, international economic integration, and national competitiveness improvement, in order to contribute to the cause of  national renewal, economic development towards the goal of "a strong nation, rich people, democracy, justice, and civilization".
