Decision

On

Functions, tasks, powers, and organizational structure of the Central Institute for Economic Management under the Ministry of Planning and Investment

The Prime Minister

Pursuant to the Law on Organization of the Government dated 25 December 2001;

Pursuant to Decree No. 178/2007/ND-CP of the Government dated 3 December 2007 on functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 116/2008/ND-CP of the Government dated 14 November 2008 on function, tasks, powers, and organizational structure of the Ministry of Planning and Investment;

At the proposal of the Minister of Planning and Investment,

Decides

Article 1. Position and functions

1. The Central Institute for Economic Management[1] is a national scientific organization under the Ministry of Planning and Investment, exercising the function of research and proposing the mechanisms, policies of economic management and  business environment development; providing public services in the field of scientific research, training and fostering cadres in economic management, and carrying out consultancy activities in accordance with the laws.

2. The Central Institute for Economic Management has legal entity status, a seal with the national emblem, its own account at the State Treasure, head office in Hanoi; operating funds from the state budget.

Article 2. Tasks and powers

CIEM performs the following tasks and powers:

1. To research and propose to competent agencies for consideration and determination:

a. Drafts of road maps and plans to work out and modify macroeconomic management policies and mechanisms for each planning period;

b. Projects on renovating mechanisms, policies of economic management, business environment development and other interdisciplinary management issues.

2. To summarize domestic economic management practices and international experiences; to propose pilot applications of new economic management mechanisms, policies and models.

3. To research on theories and methodologies relating to economic management science and develop economic management science in Vietnam.

4. To research on and contribute to economic management policies and mechanisms drafted by other agencies.

5. To build up an information system on economic management and provide access to agencies, organizations and individuals in accordance with the laws.

6. To carry out public services:

a. Implementing scientific research programs on economic management, business environment development and other relevant scientific fields in accordance with the laws;

b. Providing PhD programs, training and fostering specialized personnel in the field of economic management in accordance with the laws;

c. Performing consultancy services on economic management and business environment development;

d. Compiling and publishing publications, research projects, the literature on economic management, business environment development in accordance with the laws;

e. Assisting activities of the State-Owned Enterprises Club, cooperating with business clubs of other ownership types.

7. To carry out international cooperation as assigned by the Minister of Planning and Investment.

8. To manage the Institute’s apparatus, its official staff and personnel working on contract, financial resources and assets as stipulated by law and delegated by the Minister of Planning and Investment.

9. To realize other tasks and powers as assigned by the Minister of Planning and Investment and in accordance with the laws.

Article 3. Organizational Structure

1. Economic Institution Department;

2. Macro – economic Policies Department;

3. Business Environment and Competitiveness Department;

4. Public Service Policies Department;

5. Enterprises’ Reform and Development Department;

6. Rural Economic Development Policies Department;

7. Investment Policies Department;

8. Administration Office;

9. Center for Management Consulting and Training;

10. Center for Information and Documentation;

11. The Economic Management Review.

Article 4. Leaders

1. The Central Institute for Economic Management shall have a President and no more than three Vice-Presidents.

2. The President and Vice-President of CIEM shall be appointed, removed and dismissed by the Minister of Planning and Investment in accordance with the laws.

3. The President regulates functions, tasks, powers and organizational structure of the units; appoints, removes, dismisses the directors and deputy directors of units in accordance with the laws and as delegated by the Minister of Planning and Investment.

4. The President is responsible for all activities of CIEM to the Minister of Planning and Investment and to the laws. The Vice Presidents are responsible to the President and to the laws for all assigned tasks.

Article 5. Effectiveness and responsibility for implementation

1. This Decision shall be of full force and effect as from 15 November 2009.

The following Decision is hereby repealed, namely Decision No.233/2003/QD-TTg of the Prime Minister dated 13 November 2003 stipulating functions, tasks, powers and organizational structure of the Central Institute for Economic Management.

2. Ministers, Heads of Ministerial-level Agencies, Heads of Government Agencies, Chairmen of People’s Committees in provinces and centrally-run cities and the President of the Central Institute for Economic Management shall be responsible for the implementation of this Decision.
