Research Report on Enhancement of Vietnamese Supporting Industries
Supporting industry is one of the most important industries for Vietnam. However Vietnamese supporting industry has been lag behind comparing to neighboring countries especially in terms of technical aspect. Now that Vietnamese supporting industry has faced harshly competitive international global market, it is an urgent task for Vietnamese supporting industry to raise technical competitiveness. The purpose of this research is to find a possible collaborative area in a supporting industry enhancement policy field between Vietnam and Japan

Study report "Social enterprise in Vietnam - Concept, context and policies"
Central Institute for Economic Management (CIEM) in association with the British Council (BC) in Hanoi and Centre for Social Initiatives Promotion (CSIP) jointly conducted a study entitled “Social enterprise in Vietnam - Concept, context and policies”, aiming to achieve two main objectives: (i) to promote social awareness about social enterprise; and (ii) to lay a foundation for policy discussion for further development of social enterprises in Vietnam.

Conducting surveys to contribute to the elaboration of the Law on the State Enterprises

To contribute to the elaboration of the Law o­n the State Enterprises, the Central Institute of Economic Management (CIEM) has conducted surveys o­n state enterprises across the country from big cities such as Hanoi and Ho Chi Minh City to remote and poor provinces with difficult socioeconomic conditions. Specifically, the surveys has been carried out in the following provinces: Phu Tho, Bac Giang, Tuyen Quang, Son la, Lai Chau, Hai Phong, Nam Đinh, Ninh Binh, Thanh Hoa, Quang Binh, Quang trị, Thua Thien - Hue, Đa Nang, Khanh hoa, Lâm Đong, Ninh thuan, Ho Chi Minh city, Đong Nai, Binh Dương, Can Tho, Ca mau, Kien Giang

Survey on ‘Investigating experiences of a number of cooperatives in the implementation of the Law on Cooperatives and their development over the last six years’

Surveys o­n cooperatives have been carried out from March to August 2003. The purpose of the surveys is to assess the implementation of the Law o­n Cooperatives and the development of some cooperatives during the last six years and draw lessons for the construction of typical cooperatives according to the law.

April - May, 2004: Survey on the implementation of the Law on Domestic Investment Encouragement over the past time in some areas

The purpose of the survey is to examine the implementation of the Law o­n Domestic Investment Encouragement, and to gather constructive ideas to the content of the Common Law o­n Investment to be worked out. The working-team worked withChairmen of local People’s Committees, Department, branches, and industries, hearing their reports o­n existing matters, difficulties and, achievements drawn over 9 years of implementing the Law. Thereby, the team offers explanations, suggestions and, consultations for active solutions made by the localities, so as to remove some obstacles facing them in the implementation process of the Law. Preliminary statistics show that, in accordance with the Law o­n Domestic Investment Encouragement, the number of projects granted preferential treatment in 10 out of the 11 above mentioned provinces/cities have reached 2,901, with total invested capital amounting to VND 36,140,993 million and USD 1,95 million.

Survey on the implementation of policy mechanism regarding rural development over the period of 2001 – 2004 in provinces of Thai Nguyen (December 6 – 11, 2004) and Thanh Hoa (December 15-19, 2004)

The working team (including staff of Research Department o­n Rural Economic Development Policies – headed by Vice President of CIEM, Dr. Le Xuan Ba) worked with leaderships of Provincial People Committees, Departments, and branches of the two localities, listening to reports o­n their difficulties and existing problems, as well as their achievements over the last 4 years of implementing policies and mechanisms o­n rural development. The working team also gave explanation, contributive ideas, and advises so as to help l‎localities taking initiative in resolving some difficulties confronted during their policy implementation process.
